Management & Program Analyst-Access Operations Manager

Duties to include but not limited to:
Serves as expert in daily operations, develops, interprets, plans, and applies policy, procedures, and strategy to meet scheduling directive components. Implements and evaluates improvements to help organization apply standard work and business rules in balancing supply and demand to maintain and improve access to Veterans. Uses databases to gather, sort and extract data necessary for the proper tracking of key performance indicators. Responsible for continuous auditing and surveying of the scheduling processes to ensure scheduling compliance. Compiles, processes, and reviews information from several programs to generate reports. Reports and monitors data to include preparation and analysis of reports, summarizing clinic and provider unproductivity patient satisfaction etc. Develops training guidelines, instructional methods, materials and new or improved applications of education technology to training programs. Develops procedure courses, training guides and plans to effectively meet training needs. Leads the development of detailed project schedules, resource plans, and status reports, and contributes to the effectiveness of team integrating multiple functions and disciplines in a group facilitator role. Coordinate orientation activities for new schedulers and prepares materials to acquaint new staff with the organization's mission, scheduling objective, objectives and policies. Teaching skills to train staff on scheduling, workload capture, consult management and clinical computer application. Serves as Training Coordinator for all discipline's facility-wide. Provides customers with consistent and accurate information and handles conflicts and problems associated with customers constructively and appropriately. Consistently communicates with and treats both internal and external customers in a courteous, tactful, prompt and respectful manner. Uses Microsoft Office software, including MS Word, Excel, Access and PowerPoint, to execute several office automation functions in order to meet the needs of customers. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D., or LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned. For example, an applicant with 9 months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education (Ph.D. level). (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE:
Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the GS-11 grade level. (Transcripts are required, degree type and date conferred must be indicated and you must document experience/skills in application/resume for full consideration). The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
