Management Analyst, GS-0343-09/11 (MAP)

As a Management and Program Analyst, you will perform the following duties:
Conduct program studies, analyze organizational operations and structures, and recommend improvements in order to achieve greater efficiency. Review and analyze administrative data in order to ensure requirements are met and regulations are implemented effectively. Conduct meetings with division directors, consider and discuss management, administrative, and project problems with division directors, considering factors such as management program and contract requirements, workflow, schedules, future plans and overall methods and procedures in relation to management processes and establishment of Office of Water Prediction (OWP) goals. Assist with the procurement process by creating spreadsheets, tracking contract requirements, checking fund availability, preparing reports, conducting variance analysis, and completing cost adjustments. NOTE:
The duties above describe the position at the full performance level of GS-11, the duties at the GS-09 level are developmental leading to such performance. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the GS-09 level:
SPECIALIZED
Experience:
Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-07 in the Federal service. Specialized experience MUST include all of the following:
Analyzing the effectiveness of an organization's administrative operations; and Assisting with conducting studies on operating programs. OR EDUCATION:
Master's or equivalent graduate degree or 2 full years of progressively higher education leading to such a degree, or LL.B. or J.D., if related. OR COMBINATION:
A combination of education and experience as described above. NOTE:
Only education in excess of one year is qualifying at this level. To qualify at the GS-11 level:
SPECIALIZED
Experience:
Applicant must possess one full year (52 weeks) of specialized experience equivalent to the GS-09 in the Federal service. Specialized experience MUST include all of the following:
Analyzing and evaluating the effectiveness of an organization's administrative operations; and Conducting studies on operating programs and analyzing the results. OR EDUCATION:
A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher education leading to such a degree or LL.M., if related. OR COMBINATION:
A combination of education and experience as described above. NOTE:
Only education in excess of two years is qualifying at this level.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
