Supervisory Medical Administration Specialist

Duties to include but not limited to:
Responsible for planning, developing, coordinating, implementing, directing, and controlling the overall activities of the Enrollment & Eligibility section within HAS, which is designed to support comprehensive patient administration services at TVAMC. Responsible for analyzing the administrative workflow and problems to establish and develop operational procedures, and to ensure proper functioning of all organizational components. Recommend changes in policy procedures, is responsible for compliance with congressional legislation, VHA directives, and/or local system policy relying on personal knowledge to coordinate necessary changes with the total organizational and operational functions of the system. Incumbent is also responsible for establishing and maintaining necessary controls to supply system management with desired information for effective financial management. Coordinates the various functions of the section with other HAS section chiefs, as well as other services within the system; ensures the efficient operation of the units and areas of programmatic responsibility and advises managers and supervisors of the various resources available to meet needs of HAS and the medical center. Responsible for effective management to ensure that work is organized and assigned among assigned positions in a manner that serves the section most efficiently. Analyzes functions required to effectively accomplish the processing of patients and determination of eligibility status, and assigns priorities in order to ensure timely services Determines, formulates, executes, and evaluates the budgetary requirements of assigned fund control points and programs. Responsible for supervising administrative staff who provide coverage to the Enrollment Desk on a 24-hour, 7-day per week basis.This includes interviews and selections for vacant positions, leave approval, providing coverage in the scheduled absence of employees, evaluating work performance, and initiating independent action for emergency coverage and all other matters involving the rotating Administrative Officer of the Day (AOD). Responsible for the personnel administration of all employees assigned to the section, including, but not limited to, leave approval and scheduling, performance appraisals, establishing performance standards and position descriptions, maintaining and improving employee morale and motivation and resolution of grievance and complaints. Facilitates all administrative aspects of the enrollment process, health benefits eligibility determinations, dental eligibility, death benefits, and other and other related aspects of health benefits administration. Coordinates the implementation of all enrollment software changes to Veterans Health Information Systems Technology Architecture (VistA) with the local Information Management Staff. Ensures that communication and education activities are implemented at the local level to disseminate enrollment and health benefits eligibility information. Work Schedule:

Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related . OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond.Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages.
