Program Analyst-MCA

Duties to include but not limited to:
Uses analytical techniques in support of the MCA program and the department role in the Southeast Network. Provides operational support to the MCA&DM Department across the Southeast Network. Performs DSS structure maintenance to ensure the data in MCA is accurate. Routinely make contact with program officials, managers, administrative officers and service line managers to gather, clarify and make recommendations on information regarding departments/production units, labor, supplies, equipment, procedures, etc. for analysis and incorporation into the DSS database. Assists all clinical services in VISN 7 that are responsible for input of patient utilization data into the patient medical record and assessing the accuracy and completeness of that data before it is extracted into the DSS system. Provides knowledgeable, effective, and courteous service related to MCA to the VISN and medical centers management and/or staff and works effectively with his/her colleagues within the MCA community. Responsible for monthly workload and financial processing for all medical centers in VISN 7 for all of the DSS Subsystems like the Account Level Budgeter, Department Cost Manager, Clinical Cost, and Daily Resource Profiler. Identifies, analyze and audit data like staffing, funding, equipment, supplies, and square footage. Use analytical and evaluative methods and techniques to determine the efficiency and effectiveness of all medical centers in the Southeast Performs audits of DSS financial structure, cost structure, and patient database to improve and maintain data integrity. Perform standard cost reviews and audits to develop comprehensive, case mix, retrospective workload adjustments and productivity budgets based on actual volume and mix of departments. Analyze variances between the budgets and actual performance. Reviews and analyzes workload data and reports in order to verify the accuracy of the data, identify trends, and analyze variances in order to make recommendations and to prepare reports for hospital management and MCA staff. Develop and maintain access databases for reports related to labor mapping, supply mapping, hospital workload and cost. Audit MCA financial structure, cost structure, and patient database to improve and maintain data integrity. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
skill in applying a wide range of established practices related to health care information; analyzing clinical data; develop and maintain access databases for reports related to labor mapping, supply mapping, hospital workload and cost; practical knowledge of automation and software systems and options that affect clinical practice; knowledge of the data life cycle including data design, collection, and management; knowledge and skill in applying analytical and evaluation methods and techniques to issues or studies relating to the efficiency and effectiveness OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher-level graduate education leading to a Ph.D., or LL.M., if related. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .Applicants may also combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned. For example, an applicant with 9 months of appropriate specialized experience equivalent to GS-09 (75 percent of the experience requirement for GS-11) and 2 years of successfully completed graduate level education (Ph.D. level). (50 percent of the required education, i.e., the applicant has year of graduate study beyond that required for the GS-09), would exceed the total requirement and be qualified for the GS-11 position. NOTE:
Only education in excess of 2 full years of progressively higher-level graduate education may be used to qualify at the GS-11 grade level. (Transcripts are required, degree type and date conferred must be indicated and you must document experience/skills in application/resume for full consideration). The check will bounce and the victim is left responsible.
