Program Analyst, GS-0343-14 (MAP)

As a Program Analyst, you will perform the following duties:
Develop and execute plans for project teams or other groups regarding water resources and water prediction, including:
monitoring project progress and making adjustments as needed; measuring project performance to identify areas for improvement; developing and managing detailed project schedules and work plans; and providing project updates on a consistent basis to various stakeholders about progress, risks, and issues. Serve as primary liaison to internal and external agencies for Office of Water Prediction (OWP) programs and project requirements, assisting in the planning and coordination of projects and policies with a focus on identifying short-, mid-, and long-range systemic problems and alternative solutions to plans, programs, and budgets issues. Interpret, prepare, and present data in high-level briefings including presentations using facts sheets, graphs, and charts to negotiate with management to accept and implement recommendations where proposals involve agency resources, require extensive changes in procedures, or conflicts with the desires of the organization. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the GS-14 level:

Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 level in the Federal service. Specialized experience MUST include all of the following:
Analyzing and evaluating the effectiveness of a project or program's operations and requirements; Collaborating with partners on program operations; and Analyzing programs related to hydrologic modeling and other water resources programs.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
