Program Management Officer-Assistant Chief-HAS

Duties to include but not limited to:
Responsible for the day-to-day operations of Health Administration Service (HAS) and shares with the Service Line Chief in the development of budgetary planning estimates in support of the Medical Center operations, long and short range plans for improvement in all program areas, and the development of Medical Center and Service Line memoranda on procedural and policy matters essential to the overall mission Ensuring competent/around-the clock program management and administrative support to management and the professional staff. In this capacity, the incumbent must be fully conversant with and train other personnel in the mental hygiene laws of the several states served by the Medical Center, coordinating the compliance with these laws with the policies of the VA in medico-legal matters pertaining to the judicial hospitalization of Veterans with mental and nervous disabilities. Responsibility with the Service Line Chief for management of patient administration activities; participation in bed utilization studies; application of public laws relative to determinations of legal eligibility for medical benefits; evaluation of patient and public attitudes; participation in investigations ordered by the Director; custody of medical records; and in the coordination and administration of Privacy Act. Shares with the Service Chief responsibility for establishing methods for improvements of services offered or for adding new services for a more efficient operation of the programs within his/her area of responsibility. Shares with the Service Line Chief the responsibility for developing and administering a review and appraisal program for HAS designed to detect and correct out-of-line situations through sound and logical application of basic management principles and work simplification. Shares fully in the development of budget estimates, and is delegated full responsibility for control of funds allocated the Service Line for Non VA Care Coordination, Clinical Administrative Support, Health Information Management Services, and Eligibility & Enrollment. Makes selections for subordinate positions, reviews and approves selections recommended and/or made by subordinate supervisors; reviews and approves performance plans and appraisals completed by subordinate supervisors. Recommends training programs; prepares and develops Individual Development Plans in conjunction with subordinates; meets labor relation requirements; recommends disciplinary actions, promotions, reassignments, and awards for exemplary performance or services rendered. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note:

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
