Emergency Management Specialist

Incumbent is responsible for developing, planning, administering, organizing, evaluating, analyzing data developing performance improvement activities when data has indicated a need for improvement, and implementing the required modifications to ensure a comprehensive program of emergency management, fire prevention, life safety, and hazard surveillance, in accordance with Veterans Health Administration (VHA), National Fire Protection Association (NFPA), Occupational Safety and Health Administration (OSHA), Joint Commission on Healthcare Organizations (JCAHO), Environmental Protection Agency (EPA), and various other regulatory entities. The two most significant responsibilities, emergency management and fire prevention (which includes both life safety and hazard surveillance programs), are the core duties of this Emergency Management Specialist. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS -09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized
Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. This experience must have equipped the applicant with the particular knowledge, skills, and abilities and have comprehensive knowledge of occupational safety, occupational health principles, fire protection, and emergency management principles, methods, standards, regulations, policies, practices, and techniques applicable to a broad range of safety and occupational health and emergency management responsibilities within a medical center and health care research environment; knowledge must be applied with swift confidence to enable prompt control or elimination of safety and fire hazards and internal or external emergencies to patients, visitors, employees, and all other building occupants in a complex medical and research facility; Incumbent has knowledge of safety and occupational rules and regulations and emergency management principles as relates to common deficiencies and potential hazards within offices, laboratories, patient care areas, and industrial areas such as Boiler Plan and Chiller Plant, equipment such as elevators, and internal and external emergencies/disasters that could directly impact the Medical Center or its ability to support casualties. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have three (3) years of progressively higher level graduate education leading to a PhD degree or PhD or equivalent doctoral degree in Business or a related field, to substitute for the experience required at the GS-11 level. OR, Combination:
Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a master's or equivalent graduate degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Physical Requirements:
The work requires physical exertion, frequent performance of surveys and on-site visits to areas within the Medical Center complex, and other off-station sites such as the Selma Outpatient Clinic, Mobile Clinic, and Community Care facilities.There is regular and recurrent walking, standing, bending, stooping, climbing, and lifting and carrying of moderately heavy objects during inspections and investigation. The incumbent is occasionally required to work shifts other than normal administrative working hours to effectively accomplish the requirements of extending the safety program to all personnel and phases of the Medical Center. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
