Healthy System Administrator (Associate Director)

The incumbent is the Associate Director (AD) for the Tuscaloosa Veterans Affairs Medical Center, is organizationally aligned within the Office of the Medical Center Director, and reports directly to the Medical Center Director. The Associate Director is accountable to the Medical Center Director for the effective operation of services provided at the Tuscaloosa VA Medical Center. The incumbent participates on a daily basis in administrative and managerial discussions and decisions toward a comprehensive medical treatment program. In this regard, the incumbent must assure that administrative policies are coordinated with, and supportive of, clinical activities and the maintenance of accredited quality of care, requiring an active leadership role. As a member of the executive leadership and governing body for the Medical Center, the incumbent provides guidance and direction in all strategic initiatives in which the Medical Center undertakes. This includes strategic initiatives at a National, VISN and local facility level. The incumbent, in concert with the Director of the Tuscaloosa VA Medical Center, fully participates in executive leadership discussions, decisions and policymaking, sharing accordingly in the responsibility for executive leadership actions except those requiring a strictly medical decision. The incumbent participates in strategic planning for the Medical Center, which includes the development and implementation of long- and short-term plans, policies and procedures. The incumbent is responsible for ensuring the provision of high-quality service with optimum utilization of Medical Center resources, ensuring the Medical Center is a flexible, continuous learning organization focused on excellence and customer service. This involves effective planning, direction, integration, coordination and program evaluation. In this regard, the incumbent is responsible for appropriately delegating authority and providing general program direction to leadership in the administrative support services in which the incumbent has oversight. The incumbent collaborates with health care executives in developing an organizational mission and vision that are consistent with VA Central Office and the VA Southeast Network (VISN 7). In addition, he/she ensures they are based on a collaborative assessment of the needs at the Tuscaloosa VA Medical Center. Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
Specialized experience is progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.
